1 refrigerated pie crust, at room temperature
1 pound lean ground beef
4 green onions, thinly sliced, white parts only
10 ounces canned diced tomatoes with green chilies
salt and freshly ground black pepper, to taste
¼ to ½ teaspoon chili powder, or to taste
4 eggs
¼ cup water
¼ cup whipped cream cheese
¼ teaspoon ground nutmeg
2 cups Mexican-style taco shredded cheese
